Int'l Gateway Limited access and AP Activation

Knowing that IG is more limited for Nov/Dec (boat service shut down & alot of construction) will we be able to go to Guest Relations/Ticket window at IG and activate an AP that is on MDE? We do not have vouchers - we have DVC AP's that are simply on our MDE app and will need to activate and use them for the first time when entering thru the IG entrance.
Can anyone confirm that this is still possible even with the IG construction planned?

I did call WDW - they put me on hold and came back and said they are certain that will be possible. I'm not sure I entirely trust them - I was on hold for a long time while he checked.

Yes.

The IG is the ONLY Epcot entrance designated for the Epcot Resorts (and soon, the resort guests arriving via the gondolas,) so Disney would always need to maintain a full-service Guest Relations/TicketBooth/Will Call outside that gate.

I understand that for the future - I was referencing the specific time period of the first 2 weeks of December which is when I'll be there and need to activate. I've read that IG will be highly under construction during that period - was wondering if it will only be an entry and not GR - if that is compromised due to the Gondola construction as well.

It's been a few years since I bought TIW, but when I did it could only be done at Guest Relations inside the park. At the time, the outside the park GR were not large enough to have room for machines to print all the different types of card media.

The Guest Relations Location at the IG can sell TiW cards. I've purchased one there previously. At the IG, Guest Relations is the booth to the far left.

It is the gondola station that has construction, not the actual entrance gates. All guests are still able to walk to the IG. So just as Robo said, all services will be available. Even during that time period.

A spinoff question.

Can you buy park tickets at the Disney miniature golf locations?

A co-worker and her family will be arriving late afternoon and are looking for something to do that evening. Budget concerns prevent them from buying park tickets before arrival. She's looking to get a 12 hour jumpstart on getting park Fast passes instead of relying on day-of FP within the parks.
 
We have purchased our TIW card at the IG GS window the last few years. If it is open, you can activate your AP and get the TIW card. there.
