I don't recall the special festival gift card ever being available for purchase prior to the opening of the festival, so I don't think there is any pre-purchase ability for that particular card. The first post has a list of every method you can use to pay at the Festival kiosks.

You don't load a Magic Band with money. Once it is linked to your MDX account you can use it to charge back to your room. If you don't have a Disney resort reservation you can't use it to pay for anything. Nobody anywhere has said what the Sampler exclusions will be. But I think you can bet on...

There are more bars than that at Epcot. Besides R&C and La Cava there is a bar at Spice Road and one at Tutto Gusto. They have spirits but I couldn't tell you which ones. Rose & Crown has a selection of spirits. Don't think they can make blender drinks but they can probably do some basic mixed...

The garbage can lids are often cleaner than the tables. As for "seating" in the premium areas, they had a few chairs. Some of them also had some standing tables. But if the chairs were taken when you arrived, you had to wait until somebody left if you wanted to sit down. It was not guaranteed...
