Precisely this. With once ECV on board, the max capacity drops from 10 to 6. Between weight and spacing, I don't think there's room for two ECVs.

I've questioned all along whether or not this would be the case. Depends on where each particular structure is in terms of progress. FL is playing catch up, but they'll be open in 6 weeks.
