There are a lot better options than Russia. First, a lot of countries/people are boycotting the country because of their political and human rights issues, and unlike China there aren't enough domestic guests to make up for it. Second, the weather would make it unusable half the year (or more) unless you put it somewhere like Sochi, which already has a lot of attractions/things to do...plus it's near Ukraine which means there would be a lot of dispute and potential for political violence. Third, based on the political realities there, it would be rife with corruption and end up costing much more than it should because of the oligarchical mess. Plus they don't have a particular connection to Disneyana the way that many western places do, so there's not a built-in nostalgia or attraction to it.
I think a better option would be somewhere like Brazil, where the weather is better, there's a ton of people who already know and love Disney, and the corruption issues exist but not to nearly the same degree.
