AP room discount with AP voucher?

Hi! I was wondering if I needed to have an activated AP for the room discount? I have a voucher for an AP but wasn't planning on activating it for this trip, will I need to activate it after I get there to keep the discount? Or is just having the voucher linked to my account enough? Not trying to do anything "illegal", just wanted to have all the info to get the best deal on a room! Thank you!
 
You can book a room with the AP discount if you have an AP voucher, but will need to have an activated AP while a guest at the resort. The pass can be activated after you check in, but you will be charged rack rate, if it's not activated soon after checking in.
 
The terms and conditions when you book an AP rate indicate that you need to have a valid AP at check-in (not just a voucher):
  • Passholders must present a valid Walt Disney World Pass at check-in.
