book from Australia or wait until in Europe?

I have a friend who lives in Australia. She and her mom are planning a trip to England and Paris. She thinks it will be more expensive if she books the Disney portion ahead of time. And wants to wait to book the Paris portion until they are in the UK.

I'm one for planning ahead and would be a nervous wreck planning that just a couple weeks before getting to Paris! That aside though - what are your thoughts/experiences on buying it ahead of time vs a couple weeks before arriving in Paris?

(And just how IS the weather and crowds in Paris in early August?)
