BWV and scooters in hallways

I think the scooter topic is not just limited to the resort hallways. Last trip, we were in the FP line for Flight of Passage. A person in a scooter with 5 family members was in the line for guests with special needs. I have no problem keeping a large group together. However, the guest with the scooter didn't even go on the ride. Her 5 family members went on while she waited. I didn't realize the policy was like that.
 
Let's not debate who needs or doesn't need a scooter or if scooters should or shouldn't be allowed in the resort hallways. It's too easy for this topic to go off the rails and it really isn't a DVC topic. Rather than move the discussion to Resorts or DisAbilities, I'm just going to lock it.
