• Disney's EMM online information describes the food options as follows:

EMH is still free. EMM is a paid event that includes breakfast.

The breakfast included with the cost of "Early Morning Magic", an up-charge event not to be confused with "Extra Magic Hours" which is free when staying at an onsite resort, ends at 10am. There will still be a few people grabbing the last of the food around this time but it will be pretty empty. Between 9-10am, which is after parks opens and the private event ends but the food is still being served is a little crowded, but I never had issue finding a table.

Yes.

EMM is a paid event at MK and HS.

EMM at MK occurs every Sunday and Tuesday. It is a paid event.

Morning EMH at MK are on Fridays. Free to those staying onsite.

The breakfast at Cosmic Ray's is only for those paying for the EMM event.

Cosmic Ray's doesn't open to the public until 10:30am every day.

EMM is limited to only a fairly small number of people. That is why you pay that much--to get to ride 7 dwarves and PP over and over as a walk-on. As a result, Cosmic Rays is never full to capacity for the breakfast--there are plenty of empty seats.
