But by saying the problem is vigilance is for the experts to be able to place the blame for the spread of the Virus on the people rather than challenge their on preconceived notions. It fits with an affliction that many experts have which I call the double down affliction. The expert is never wrong, the reason their theory does not work in practice is because the people are not conforming and their solution is to double down on their solution. So if Masks are not working to stop the spread then the problem is not that masks do not work but that the people are not wearing the masks as much as they should. Rather than strongly suggesting wearing masks the expert doubles down and say that they should be mandated. If that does not work then the people are wearing the wrong masks or wearing them improperly. One thing they are always sure of is that their solution is correct.
An obvious example of the double down theory by experts is the First World War in which the Generals (experts at war) kept doubling down on how to fight the war with ever increasing masses of troops and never changing results. Or the first five years of the Vietnam war when Search and Destroy missions kept doubling and redoubling with no result. The answer by the expert was not that they were wrong rather it was that we need to do even more of the same. Double Down.
