Do DVC-only resorts have less discounts from rack rates

Quick question regarding Riviera Resort: since it is a DVC-only resort without a "hotel" component, are less rooms available for non-DVC members through Disney than for a resort that has DVC area and hotel area? Along that same line, are discounts off the rack rate less frequent in DVC-only resorts? Thanks!

Disney always own at least 2% of DVC units at any resort. The difference between an all-DVC resort and a resort with DVC stapled on is that the latter will have a large number of hotel units.

But as a fraction of the DVC units, the proportionality should be roughly equal across DVC properties. Riviera is fairly large so more cash units will be available after sell out than at, say, VGF, which is small. While only part of Riviera is declared to DVC, more units will be bookable cash.

Discounts will be far less frequent on DVC units in general, because Disney is starting with a far smaller fraction of them to get bodies into based on ownership.

About 98% will be owned by members once it is sold out.

To answer the frequency part, having hunted AP discounts since 2014, the Deluxe Category (DVC included) typically has the highest discounts when offered off of rack rate. Normally 25%-40%. We stayed @ Saratoga Springs 1-Bed Deluxe Villa in early June 40% off discount for an AP rate.

Discounts have been around every Spring, Summer, Fall, Winter that we have been members. Not sure on the public offers, but AP & FL resident typically are always happening. Inventory is limited, and may not surround your travel dates, but they are seemingly always there.

A new resort, whether a DVC stand alone or DVC/Hotel blend will likely have a higher percentage of DVC Villa rooms available for cash discounts, as most resorts will declare DVC Inventory (rooms released into the DVC Sales system that can be sold via contracts to new owners) in phases, and the "Undeclared Inventory" basically belongs to Disney.
