I hear that federal jury duty pay is higher.
Location is another issue. At least here in California the state courts are strictly by county. The closest court to me is across a county line. We also technically merged the superior and district courts, although the old district court locations still mostly handle misdemeanors. I’ve gotten more jury summons for the larger court complex in the county seat than for the smaller one closer to home.
It gets really odd in some of the bigger counties by area. I recall hearing about complaints for people who had to travel to places like Auburn or Placerville for jury duty, even if they lived 20-80 miles away. In a lot of these counties the population centers are on the edges but the biggest courts are in the old county seat.
