If I have booked the summer package that includes one free counter service meal, can a friend that has an AP be added without having to buy a 2 day ticket? What about at check in?

Nope they cannot, they will need to pay for a 2 day +hopper ticket.

As long as adding your friend doesn't put you over room occupancy, you can add your friend at check-in without having to purchase any package components (tickets/dining).

Free Dining always requires a ticket purchase. We bought the tickets for years, even though we had APs.

We sometimes used the value towards our renewal, and sometimes we assigned them to a family member on another trip who needed tickets.

PP is correct, you can just add them at check in (if you don't go over). As long as you are Friends and Family on MDE, you can book their FP+ at 60 days. But they would not have the dining plan.
