now that hagrids is open, is IOA always the ,most crowded at RD. even if USF has early entry will IOA be most crowded in early AM

The gate that will be the most crowded is IoA.

Universal regardless of what kind of guest you are let's all guests into the park an hour prior when it's EE. That prevents from there being a huge crowd at the gate prior to the official opening. Once inside if you have EE you can keep going to Minions, or Diagon Alley, or if you do not have EE, you can either gift shop, eat at Today Cafe, or simply hang out in the Hollywood area until they will let you go into the rest of the park. Prior to EE at Universal it is not really that crowded outside the gates.

For IoA, around park opening time multiple lines can be all the way back to the bridge, so if want to avoid being in the back of the line, regardless of whether you do Hagrid's, or not, you'll have to show up to IoA at minimum an hour prior to opening.

IoA might have more of a RD rush due to Hagrid's, but as for which park is the most crowded early AM there is not one over the other really. Both are honestly not that crowded first thing in the morning, but technically US probably has more guests within the parks, as Universal has a head start over IoA since they let all guests in the park an hour prior to official opening. However, lose a lot of guests too since a lot of those guests also try to hop on HE thinking they'd beat the crowds at IoA for Hagrid's, but then discover HE doesn't take off until exactly 9am (and that's when it takes off on time and there is no delay). So, by then, everyone waiting at IoA's gate will already be at Hagrid's.
