I just wanted to clear a few things up with the 27ish permits filed by Disney along Avenue of the Stars at Epcot. That road as mentioned is the perimeter road around Epcot.
Buena Vista Construction as Charles mentioned is Disney's own construction company and does small scale things. They rarely if ever do anything of large scale. Due to the amount of permits filed and that they are around the entirety of the park this is likely for Food and Wine booths. Disney does file permits for those booths.
Also as Charles mentioned larger projects have a specific name.
Project 87 - Ft. Wilderness/River Country project
Project M - Mickey and Minnie's Runaway Railway
Project H - Star Wars hotel
Project S - Guardians coaster
Construction companies we see on those major projects are like Whitling Turner, HOAR construction, etc.
As for the Epcot hotel rumored for the front of the park will be either near the Seas pavilion or right in front of Spaceship Earth. Nothing obviously is confirmed but several sources have indicated its likely. We do not have any specifics on that resort yet. This addition would of course create changes for the front of Epcot.
Back in October of 2017 Disney filed exploratory permits for the Epcot area. These showed changes to land in the area and a possible retention pond for construction in the area. Since then it has been reported that people have seen land clearing in this area which would lead to believe that some major construction will indeed be happening.
