If the WL comes thru and is less points (same room type but I doubt that matters) and it is less points, do the extra points go into holding? (I assume they do, but want to clarify)

Yes, any excess points go in to holding.

I think it is why that option exists to set to cancel at 31 days or 7 days. For WL using less points, you can set up to avoid holding points.
