What does "at capacity" mean at the Tokyo Parks

Currently planning some trips where the parks are at risk of reaching capacity and was wondering what the rules are for 2-park annual passholders and standard tickets for non-hotel guests. When Disneyland in California reaches capacity, they usually allow guests who have entered the park earlier that day to re-enter but not allow entry to guests who only entered DCA before Disneyland reached capacity. Is it the same in Tokyo?

Basically trying to figure out if park hopping will be possible on those days.
 
Maybe try contacting Chris Nilghe at TDR Explorer (either through the website or Twitter)? I'm not sure anyone on DISboards will be able to answer such a specific question.
