From what I have heard from folks who are used to character dining at WDW, the meal that is most similar to Chef Mickey's would be Goofy's Kitchen at the DLH. Goofy's has a large buffet and they serve breakfast/brunch and dinner. Here's how it breaks down: Goofy's Kitchen (considered premium dining) probably has the widest variety of food and there could be anywhere from 4 to 8 characters roaming around at one time. The characters who are commonly seen are Chip, Dale, Goofy, Pluto, Baloo, Minnie, Max, Princesses (Belle, Jasmine, Aurora), Alice and the Mad Hatter, soemtimes Captain Hook and the Genie - it really is kind of a rotating cast of classic Disney characters.
Minnie & Friends at the Plaza Inn inside DL clearly has the most characters onsite at one time, but often gets mixed reviews of the food quality. You will see by the photos in the character meal photo & info thread all the different characters that are there. If Pooh and the gang are important to you, you will find them at Minnie & Friends, along with many other classic characters.
Surf's Up with Mickey and Friends at the PPH is the only meal where Mickey makes an appearance, and also Daisy Duck is often seen here. It is all-buffet, and there are some items of Asian or Latin-influence on the menu.
Storytellers Cafe Critter Breakfast at the GCH features lots of woodsy/jungly Disney characters such as Chip, Dale, Koda, Kenai, Terk, sometimes Meeko, sometimes Rafiki. You can order off the menu (kind of expensive) or get the buffet (which is kind of small). Many folks love the Critter Breakfast because the mood is more low-key and laid back than the other, high octane character meals. The food also gets high praise.
Ariel's Grotto (also considered premium dining) features Princesses only, and some really unique specialty items on the menu, including some seafood and more upscale meals for what you would expect of a character meal.
