It isn't okay....
We all know that.
However, I just don't think it is the OP's responsibility, unless it is her, or her child.
These other children and their parents are free to react however they feel necessary.
I did, once, finally did have to step up, when it WAS my child. And many other people should have seen the situation.
But, still, I was the one who was questioned like the bad guy.
The OP thinking that it might be her who should say something, or her to answer to this other mother about the complaints of other parents, will not only be considered as 'none of your business', but unless there are serious issues regarding child safety, rules that are in place and being enforced by whomever is in charge, etc., then I would not be assuming any obligation or starting a bit of a guilt trip
