I am trying to think what Disney's incentive would be to install and maintain hundreds of thousands of dollars worth of fake scanners at their parks? It seems to me that the most significant fraud that would be worthwhile for them to try to combat (that of people trying to do it in bulk, not the occasional friend/family member making an illicit share) is done by professional thieves who would catch on rather quickly if they were completely fake, so it wouldn't be much of a deterrent to wide scale fraud.
