When I referred him from Amex he got an offer for the Marriott Bonvoy personal card for 100,000 points. If I have him apply for the personal will that work since he has the SPG Amex? Will he have to close it first?
If he has to apply for the business card, how strict is Amex about businesses? He has the CIP, but I know Chase is more lax about this.

Two things:
1. Since the merger and the consolidation of Marriott’s credit card offerings between Chase and Amex (and rules restricting eligibility between the two as
@miztressuz mentioned earlier), Amex now offers a super premium consumer/personal card called the Bonvoy Brilliant (formerly the SPG Luxury) and a small business card called the Bonvoy Business (formerly the SPG Business). Up until about 2/12/18, it was still possible to apply for the legacy SPG Amex, which is the card you two have. The SPG Amex is no longer available to new applicants, so I’m guessing between the Bonvoy Brilliant and the Bonvoy Biz, you’re seeing the option to apply for the Bonvoy Brilliant.

Note that the Bonvoy Brilliant and Bonvoy Biz have the same 100k points for $5k MSR in 3 months offer. However, if you apply for the Bonvoy Biz before 3/28/19, you get the first year AF waived, lock in a lower second year AF of $95, before the AF presumably goes up to $125 in the third year. You’ll need to pay the AF in the second year in order to get the 35k free night certificate that’s supposed to deposit after each cardmember anniversary, so the value of the AF relative to that FN cert is something to consider. The Bonvoy Brilliant comes with a few more benefits, but has a $450 AF that is not waived. Something else to consider is the Bonvoy Brilliant will also add a card to DH’s */24 count; the Bonvoy Biz will not affect DH’s */24 count. If the Bonvoy Brilliant is the right card for you, DH should be eligible for the bonus (unless he gets the pop up, discussed below) because the Bonvoy Brilliant/SPG Lux is considered a different card product than the SPG Amex.
2. If you can believe it, Amex is generally easier when it comes to biz card approvals than Chase. I think the major issue on the application is you need to input at least 4-digit revenue.
However, note that Amex has been cracking down on so-called gamers (or churners) — customers they perceive, based on their history with Amex, sign up for Amex cards for their bonuses, spend just enough to meet MSR and earn the bonus, then stop or dramatically drop their spend on the cards until it’s time to close them. If Amex has identified DH as having a history of opening and closing cards for bonuses, DH will get a pop up warning when he’s ready to submit the application that based on his history he’s ineligible for the bonus on the card he’s applying for.
