Yes, the Skyliner will link Epcot and Hollywood Studios. It isn't a straight shot between them as there are stations at Caribbean Beach and the new Riviera resort. The 5th station is at Art of Animation/Pop Century. Based on the estimates they've shared, travel time between the 2 parks could be as little as 12 minutes depending on how loading and unloading works at the stations and where you actually need to change cars.You can google Disney Skyliner map to get routes

I believe they're saying 8-10. That could be one group but I wouldn't expect to be alone if there are only a few of you. There are 3 of us so I expect to be sharing.It only can hold 7-8 people. That is like a family is most cases.
