Yep! They're open to all Amex cardholders. You have to link your Twitter Account with your American Express Card, then all you have to do is Tweet the hastag and when you receive a reply from Amex the offer is added to your account. https://sync.americanexpress.com/twitter/Index?AspxAutoDetectCookieSupport=1

(You don't have to use your real name or anything like that on your Twitter account and if you don't have one you can create one and just use it to snag these deals.)
