Are dining/shopping passes still available?

Upon reading Kelly M's wonderful book on Universal, it was mentioned about a wonderful thing called the dining/shopping pass.

I am wondering about the dining pass especially. We have a tight time schedule on our next trip, and would really like to try Mythos on one of our "off nights" if that is possible?

What if your dining experience is over the two hours due to slow service, kitchen slam, or other unexpected delays.

Will be get charged if it is "not our fault" so to speak?

Can this be done? Will someone let me know?

I think there's a dining pass. I don't think you can get a shopper's pass, as you can get Universal stuff at the Universal Studios store in Citywalk or Portifino Bay.
