Booking now, saving later?

I really want to go back to DL in September and was thinking of booking now through Costco so we can get the free character meal and the $20 gift card. However since its off season, I was thinking DL might offer some deals in the next few months (oh planning to stay at PPH). If I were to book through Costco now, and they reduce rates later, will I be able to call and have them refund me the difference?
