Express pass needed for IOA on October 28th?

My daughter will be going to IOA on Oct 28th as part of her sorority retreat. We have always stayed onsite at HRH or RPR and had express pass. Since she won't have express pass and will only be there for one day do you recommend buying the express pass? Never been in late Oct, wasn't sure if Halloween activities will make it extra crowded. Does IOA close early that day?? She has an annual pass, does that get her any kind of discount on the express pass?

Am I correct?

She can buy the ep for the day for her IOA time in the park.

It can be bought online or in the park.

The closer to the date she is going, the ep costs may increase.
The more eps they sell, the higher the rated can go.

IOA can get crowds from those leaving the Studios at 5:00 and head to IOA.

Just an unknown at this point.
