You are not understanding how the kiosks work.
Disneyland has 4 kiosks. DCA has 3 kiosks.
You can go up to ANY kiosk and get a
DAS return time for ANY ride, in either park. There are not kiosks in dedicated lands, for only those land's rides. They are more or less centrally located. The kiosks are not hard to find. You come upon them naturally as you make your way around the park and they all have large umbrellas so you can see them.
They have huge podiums with a lowercase letter "i". They are general information kiosks staffed by Guest Relations CMs. The CMs all rotate where they work, taking turns between inside GR and the kiosks. Every kiosk is a staffed with 2 or 3 CMs, each with a handheld iPhone or tablet. They can answer questions, help with ticket issues and issue DAS return times. This cuts down on the burden of the line head CMs, who often have to stop what they are doing to issue a DAS. It's a cumbersome process at WDW. It is much easier at DL. I visit both parks regularly.
What stinks is being in Epcot, in future world, and wanting a return time for Frozen Ever After. You have to walk ALL the way over there just to get the return time, only to have to walk all the way back there when it is time to use it. It's a pain. Same thing when you are in MK in Tomorrowland, for instance and want a Big Thunder return time. It is a huge waste of time walking all over creation at WDW to get return times. You really have plan ahead very carefully. That isn't required at Disneyland. You can do things in a much more organic way over there.
