The TTC and MK Monorail stations do not have elevators. Someone will correct me if I’m wrong, but I think it’s the Epcot station that has a small elevator going one direction. I personally will not use those ramps. This doesn’t work if you’re driving in, but when I’m staying on-site I will use the Contemporary walkway for access to MK from the Monorail.
You have to go up the first small ramp and at the top there is a gate that has a wheelchair sign on it the elevator is back there )around the corner) you can not see it just walking by but it is there. ( and not hard to find if you are looking for it but can if you are not)The Epcot station does have an elevator that goes in both directions for people to use.

It’s kind of a little hallway to your right as you are going up the ramp to get on the monorail at Epcot.
