I took a trip to western Ireland a few weeks after terrible floods destroyed several communities there in 2009, and we did not feel like we were in the way or making things worse. It seemed like people appreciated our visit as a return to normalcy after upheaval. And I lived in Vermont during Hurricane Irene, which washed away a dam across the street from my house (and the street), and the tourists from NYC who came through a few weeks later didn't bother us at all.
