There was a wacky group of people that used to do something like that, though I don't think they charged for it. They would snatch up CRT reservations (this was a long time ago... they would actually have to call at 7 am every single day to do this) and dole them out to families they found "deserving" online. There were so many people participating in this ridiculousness that it became nearly impossible for people to book reservations they actually wanted for their own families, and that group is the reason that reservation is now prepaid.
