What does the itinerary say departure time is. There can be thousands of reasons. Some are passengers planes were delayed due to weather, there is rough weather in the path the ship will be taking and they are waiting for it to clear, they might be waiting for some vital food item to be delivered, the port guide was late showing up. Any and all those thing the passengers have no reason to care about. As long as they are not screaming at you to quickly, on a run, evacuate the ship, just go to the lounge and have some sort of fruity drink that has an umbrella in it.

That said, however, todays cruise ship passenger is probably not on the ship because they have a business meeting in the Bahama's at 8am and they have to be there or they will lose a lot of money. Could be, but that is an expensive way to travel and like any transportation option there are always possible ways that they get delayed. Also something that happens regularly. If it is an excursion even the people running the excursion can alter the plans. On a cruise ship excursions are extra and if they cannot be done the money, if already paid, will be refunded. When in a port there are always a lot of people the opt to stay on the ship and not go anywhere organized.Or they booked an excursion in the morning, so getting into port late would actually matter . . .
