You mentioned that the SIL didn't have a service. Did/will the father? It would be a nice gesture to send flowers or even attend, if it's possible. Even if you didn't know her father, this would be a kind gesture for your niece.
If it's not feasible to attend, I would send something--whatever you feel comfortable doing (flowers, card, note), and also call her to see what she might need. This has to be a very difficult time for her, and she'll appreciate your gesture.
