Welcome dinner/rehearsal dinner?

Since we are having a vow renewal DH and I plan to be the only ones(along with our 2 kids) at our rehearsal. I was going to do a rehearsal dinner, then changed my mind. Now I'm thinking maybe I should do a welcome dinner the night before. It will be 2 days after DH's B-day and I thought it would be a fun way to celebrate both events.

Who do you invite to the welcome dinner? We are expecting around 40-50 guests. Do we invite them all? I don't want to spend too much since I am going way over budget already!!LOL;) Should I plan a dinner at a buffet at one of the resorts?
