What kind of numbers does Florida need to come off of the quarantine list?

I kind of feel like I'm going to be a guinea pig for this new system. I'm flying from JFK on Tuesday, getting tested on the way to Disney, flying back on Friday, quarantining Saturday/Sunday/Monday, and getting tested the second time on Tuesday. A 14 day quarantine was not an option for me since I can't work from home (I seriously put this trip together in under two hours yesterday afternoon after having cancelled a trip this past Wednesday) and luckily there are multiple spots near me that do rapid testing.
 
Not sure which part of NY you are asking about (probably the city?!), but we are in WNY and we have rapid testing all around us. Dates, times, and locations are posted weekly. Appointments are needed. Cost is free.
I'm also in WNY. Can you share where the rapid testing sites are or how I can make an appointment? I called a number that simply said "all appointments are booked" on a recording, but with no information on how or when they become available. I'm finding it to be information overload between the county web sites, health department web sites, state web sites.... and some of the information is contradictory (i.e. WellNow Urgent Care is listed as not needing an appointment, but their web site says you do). Makes it hard to sift through.
 
On the off chance that anyone else arrived back in NY (or will be arriving today or tomorrow) and is within the previous 14 day quarantine requirement (like me), I called the Covid hotline this morning to find out whether we can be tested beginning Wednesday to end our quarantine upon receipt of negative test results. The woman (very rudely) told me no, that we cannot, its only for people arriving starting Wednesday or any time after. So, people who have been to Florida more recently than me and pose the same exact risk will be able to get out of quarantine almost a full week earlier than me, even though we'd both be producing negative results (assuming results are negative). I fail to see the logic, and that is infuriating. What a joke.

I’m going to guess that the reasoning is you don’t have that first negative test from Florida that others will have when they arrive on Wednesday. But I’m sure the person you spoke to doesn’t know that, they’ve just probably already had to answer that same question 50 times in their first hour of work this morning and are at their breaking point.

For my county, I go to (my county)gov.com and it gives every single location available for testing. As of today, it says rapid clinics are full and please check back for updates. Then it lists where you can go with a doctor's order, without a doctor's order, where to go for antibody testing, and how to order an at-home kit.

My DH did call a number for a rapid test a couple weeks ago and it was full, but they ended up calling him back later that night and asking if he still wanted to schedule. So I think they do constantly update.

Right, that is the difference between me and the people arriving starting on Wednesday. But if I get tested on Wednesday and then receive a negative result, and have been/will be quarantined until I receive that negative result, then there is truly no difference. I posed this question to the woman on the phone, and she had no good reason, just that its effective starting Wednesday with no regard or guidance for people already in the previous quarantine protocol.
 
PA resident here... PA might be the most wishy-washy, non-transparent state there is when it comes to quarantine and travel restrictions.

The state publishes every Fridaya list of states that it recomends you quarantine if visited. No requirement because (insert favorite theory here). Of course, PA doesn't state on their website the official criteria that lands a state on the quarantine list either. Some news outlets made reference to the criteria a few months back, but based on current case numbers the article probably isn't accurate now.

States fall under the travel advisory if testing shows more than 100 new cases per 100,000 residents or a positive rate of 10% or greater over the last seven days, according to the Pennsylvania Department of Health.

100 cases per 100k over 7 days = about 14.29 per 100k a day

FL (on quarantine list): 17.5, 6.5%
NJ (not on quarantine list): 17.0, 5.4%

CT (not on quarantine list): 20.7, 4.9%

I saw that there was a testing site at Animal Kingdom. Would I be able to walk up in the parking lot and get a test before I return to NY? I don't plan on renting a car so it's basically my only option.

I'm not sure about the quarantining while awaiting the 2nd set of test results. If you look at the "less than 24 hour" protocol, it requires a test but no accompanying quarantine. (For returning to NYS):

It has always been the case to quarantine while awaiting test results. You could be asymptomatic. Plus, the new advisory states "On day 4 of their quarantine, the traveler must obtain another COVID test. If both tests comes back negative, the traveler may exit quarantine early upon receipt of the second negative diagnostic test."

it is so frustrating. also PA resident. It just makes no sense. I don't understand NC not being listed.

Not sure about other states, but NY has essentially done away with their quarantine list - you basically have to follow the testing/quarantine requirements for any state that does not border NY, regardless of what their numbers are now.

Even if you're coming from a New England state that was never on the list?

Since the weather turned cooler, he is not doing this anymore. But I have a friend who lives in NY who spent many weekends in Maine.

Yeah, Cuomo eliminated the quarantine list and the new testing requirement is now for any state expect NJ, CT, PA, and MA.

I was wondering this myself this morning. I'm in CT, so we still have the quarantine list unless Lamont does away with it suddenly (hope not!). I'm in Fairfield, CT and our numbers are worse than Osceola and Orange counties in FL at this point. I cancelled my November trip, but am hopeful for December. At this point, I almost feel safer in WDW than my own county. I'm prepared to just test when we get back. Tired of being stuck in CT!

I know that's frustrating, but it's typical of quarantine rules -- you are subject to the rule in place at the time you entered the state. Even if rules change after. And if rules change while you are out-of-state, you are subject to the rule at the time you re-enter.

Not necessarily true, at least not here in NY. Under the previous rules, if you were already out of state at the time that state was added to the travel advisory list, you were exempt from the mandatory quarantine period upon returning home to NY. Which also doesn't make sense, but that's a whole different thing.

I'm just frustrated by the lack of logic. People who were out of state more recently than me with more recent exposure can now be out of quarantine earlier than me by simply taking a test and getting negative results, something I also could produce if given the chance. And if part of the goal is to increase testing, why not give those currently in quarantine the same choice and thereby increase testing? Boggles the mind.
