Starting at 4pm you CAN get a bus from the parks to Disney Springs. It really depends on what your plan is for the day, there are ways to get where you want to go but it may require some extra walking.

For years you couldn't do it all.Because that's what Disney has decided. They needed to curb the people who were parking at Disney Springs for free and then going to the parks in the early part of the day, so they don't have any buses from DS to the parks at all, and they limit free transportation back to Disney Springs until the end of the day so that resort guests can go to dinner in DS and enjoy the nightlife there after the parks close.
Just to add a little more detail, it was found years ago that people would park at DS and take the bus so they could avoid the theme park parking charges. The problem was that so many did this that it became very difficult for people who wanted to go there for shopping etc to find parking. That hurt the shop/business owners there who pay Disney rent to be there. So, the stopped busses to the parks altogether. Remember that this is a big shopping mall that is supposed to appeal to locals as much as Disney guests.In red above.
