For Rat its a first come first serve VQ. If you are talking about Lightning lanes than you need to pay 15$ pp per day to join those.

Virtual Queues are free and currently just limited to Remy in EPCOT. This is always subject to change. ROTR obviously had been a VQ attraction. That is free but also it won't guarantee that you get in. It is available as part of the Individual Lightning Lane (ILL) for a fee. This is a separate attraction that is NOT included as part of Genie+
The "Elite8" that are not a part of Genie+ are as follows:
MK: 7 Dwarves, Space Mtn.
AK: Flights of Passage, Everest
HS: ROTR, Mikey and Minnie's Runaway RR
EP: Remy, Frozen

You're absolutely correct. I misstated that Ratatouille had one. They did away with that in early to mid January.
