Update for anyone still following along with my saga!
I received the 2nd shipment today (the one that was supposedly canceled). The one for my husband is wrong. It's just a plain gray band instead of the POTC one, so I am glad I called shopDisney and got the correct thing.
A CM called me today to confirm that I would NOT be charged for this accidental shipment. The pending charge has disappeared. She assured me it would not reappear.
All in all it's fine. I wasted too much time on this, though. I'm just glad they aren't trying to charge me for their mistakes.
