That's exactly it. Goodyear doesn't charge the league to run them, it's just part of Goodyear's advertising budget.

I've heard this story from multiple people, but I never researched it, so take it with a grain of salt.
After the 1996 Atlanta Olympics, a survey was conducted to see what advertising people remembered. The most reported answer was the Goodyear Blimp. Goodyear hadn't sent any blimps, it was a blimp donated by Kroger. So flying around for a TV audience of thousands pays off.

I remember on our very first trip to WDW way back in 1988, we were in Epcot just going into the Wonder of Life pavilion and looked up to see the Goodyear Blimp.... We took photos, of course, but they are not digital, and now stored away in a scrapbook somewhere. It's a great memory of our very first Disney World experience....

I was in tears too! We were at DLR last August when they were showing the original at California Adventure and got more FP for it than for Radiator Springs Racers. We don’t even ride the new one at Epcot anymore.

For anyone who is familiar with Soarin', this music is so iconic. I saved this to my phone, for whenever I need a quick 4 minutes, 54 seconds escape. It's amazing how a gentle breeze coming from a small fan, situated a few feet away from me, enhances the experience. ☺
