I imagine that if any international park would to get a DVC (far) down the road, it would be Paris. It is outright owned by Disney, and after Walt Disney Studios Park has completed its major expansion, it will be better suited for villas and longer stays. They could build something on the main grounds or in the Villages, and market it to Europeans and those in the UK. That would be a better selling point-- sell DLP for their primary uses close to home while giving them the bait to spend the big bucks on bigger trip to WDW.
This is much in the same way Vail Resorts has bought all the little ski resorts around the country, and offering passes that entice skiers/boarders to take the big trip to their bigger markets Vail/Tahoe/PC/Whistler.
For the record, the Tokyo properties to me are far and away the best Disney parks in the world, though I don't see any way a DVC property would be successful there.
